On October 12, 2026, it was published in the Official Gazette of the Federation the preliminary determination of the administrative procedure for the antidumping investigation on imports of adult bicycles originating in the People’s Republic of China, regardless of the exporting country, the administrative procedure highlights the following criteria:

Product under investigation:

Adult bikes.

Adult bicycles with a wheel of more than 20 inches, of all types. A bicycle is a two-wheeled vehicle, consisting mainly of a frame, scissors, wheels (rim and rim), seat, handlebars and brakes. Each of these components consists of several parts.

Commercially, the product under investigation is known as mountain bike with or without speeds, adult bikes, mountain bikes, disassembled bikes, and city bikes.

Antidumping investigation on imports of adult bicycles at the request of the National Association of Bicycle Manufacturers, A.C.; Bicicletas Mercurio, S.A. de C.V.; Bicicletas Veloci, S.A. de C.V.; Distribuidora de Bicicletas Benotto, S.A. de C.V.; and Línea Siete, S.A. de C.V.

Investigation and analysis period:

Investigation Period: January 1 to December 31, 2024.

Analysis period: January 1, 2022 to December 31, 2024.

Normal value calculation:

  • Shenghong: Provided the database with the sales operations of the product under investigation that it carried out during 2024 in China. It provided a sample of commercial sales invoices. The Ministry calculated the normal value considering the domestic sales of adult bicycles with a wheel length greater than 20 inches. The Ministry adjusted the prices of Shenghong’s adult bicycles in the domestic market of China for the concept of credit. The Ministry calculated the normal value, in dollars per piece.
  • Applicants: proposed the pricing option in China’s domestic market. The United States noted that this calculation option does not imply recognition that China operates under market economy conditions in the adult bicycle industry. The Ministry calculated a normal value of adult bicycles with a tread greater than 20 inches, in dollars per piece, for the period under investigation. To do so, it considered the price references presented in the Market Study and the calculation methodology provided by the Applicants.

Type of analysis on the domestic industry:

Based on the results of the analysis of the arguments and evidence described in this Determination, the Ministry preliminarily concluded that there are elements supporting that, during the period of investigation, imports of adult bicycles originating in China were made under conditions of price discrimination and caused material injury to the domestic industry of the like product.

Preliminary antidumping duty:

(Paragraphs 417 and 419 of the Preliminary Determination)

A provisional antidumping duty of $68.60 per piece is imposed on definitive and temporary imports of adult bicycles originating in China.

The validity of the provisional antidumping duty established will be six months from the day the Determination enters into force.
